Various companies take on the myriad of government permits and requirements to place Billboards at certain locations on the road network
Because of the barriers to entry and the restriction placed on location by the various government entities
Roadside Billboards have climbed in price and are restricted in location
They typically require a large cost to produce a banner to be stretched across the existing frame in the limited locations available
Messages often is rotated around different locations, so results vary with the location 
Some locations are barely visible from the roadway they are intended to be exposed to
